CERTIFICATION
GENEZA
The last decade of the 20th century and the beginning of the 21st century were marked by the continuing process of economic transformation toward toward globalization, which has resulted in the free movement of professionals between different countries and markets due to the desire of many companies to operate in global markets. In addition, nowadays during our working lives we change jobs much more frequently than in the past, which not infrequently entails retraining. Not without significance is also the fact that more and more people are pursuing a profession completely different from the one which their education would indicate. This results in a situation in which an employee can boast years of experience and extensive knowledge in his or her industry industry, however, it is not a field in which he or she has a degree from a university degree, with the result that his actual competence is not confirmed by by relevant documents. Another important issue is the diversity of the systems of of education in different countries, which make it difficult to effectively compare competencies, and additionally do not take into account the qualifications acquired by adults through the accumulation of work experience, courses and training, and self-education. These circumstances have given rise to the need to develop a unified system for confirming the competencies of professionals for the needs of the international labor market labor market, as well as those of the interested parties themselves, which over time time came to be known as certification. The earliest, in the 1990s, such a system began to function in the United States. In Europe, the practice of of confirming qualifications was launched on an EU-wide basis in 2004 in response to demands by member countries to create a common reference point in education. In Poland, in turn, since 2015. integrated Qualifications System has been in operation - a solution system solution aimed at raising the level of human capital in Poland by describing, organizing and bringing together various qualifications in an integrated qualifications register. Within this system, the following are described all competencies, the confirmation of which is crowned with obtaining specific qualifications.
NA WHAT IS CERTIFICATION?
The essence of the system of confirming competencies is the focus on learning outcomes while continuously verifying the level of learning as a key element in the quality of competencies, and thus the quality of the work performed. Another important feature of the competency benchmarking system is the lack of orientation to the source of a person's knowledge and skills. It is not important whether the knowledge and skills possessed were acquired through learning at school, in courses or through self-education. What matters is WHAT a person KNOWS and CAN do, not how he or she learned it.
